In a scan of the climate adaptation plans, strategies, and actions of dozens of U.S. cities, INC developed a new framework for understanding what it takes to plan and implement adaptation and how to further develop the emerging field of practice for urban adaptation. We identified seven essential capacities<\/a> that cities have begun to develop:<\/p>\n 1\u00a0SCIENTIFIC FOUNDATION<\/strong> –\u00a0Capacity to assess and understand climate risks and\u00a0vulnerabilities of city\u2019s built, natural, and economic assets\u00a0and its populations, and use these analyses for ongoing\u00a0adaptation planning.<\/p>\n 2\u00a0COMMUNICATIONS<\/strong> –\u00a0Capacity to communicate with and educate civic leaders\u00a0and community members in ways that build and sustain a\u00a0sense of urgency to adapt for climate changes.<\/p>\n 3\u00a0EQUITABLE ADAPTATION<\/strong> –\u00a0Capacity to make social and economic equity a central\u00a0driver of the city\u2019s adaptation approach.<\/p>\n 4\u00a0INCLUSIVE COMMUNITY ENGAGEMENT<\/strong> –\u00a0Capacity to fully engage stakeholders and the public,\u00a0especially vulnerable and underrepresented populations, in\u00a0developing, implementing, and monitoring adaptation plans<\/p>\n 5\u00a0INTERGOVERNMENTAL ALIGNMENT<\/strong> –\u00a0Capacity to coordinate planning and action across\u00a0governments at local, regional, state, tribal, and federal levels.<\/p>\n 6\u00a0TECHNICAL DESIGN<\/strong> –\u00a0Capacity to design, test, and implement adaptation actions\u00a0that require engineering, legal, and other highly specialized\u00a0details, as well as performance metrics for monitoring<\/p>\n 7\u00a0FINANCIAL RESOURCES<\/strong> –\u00a0Capacity to repurpose, leverage, and obtain public and\u00a0private funds to invest in infrastructure development and\u00a0other adaptation actions.<\/p>\n
