{"id":525,"date":"2018-01-07T08:00:36","date_gmt":"2018-01-07T13:00:36","guid":{"rendered":"http:\/\/lifeaftercarbon.net\/?p=525"},"modified":"2018-06-05T07:10:42","modified_gmt":"2018-06-05T11:10:42","slug":"essential-capacities-for-urban-climate-adaptation","status":"publish","type":"post","link":"https:\/\/in4c.net\/2018\/01\/essential-capacities-for-urban-climate-adaptation\/","title":{"rendered":"Essential Capacities for Urban Climate Adaptation"},"content":{"rendered":"<p>In a scan of the climate adaptation plans, strategies, and actions of dozens of U.S. cities, INC developed a new framework for understanding what it takes to plan and implement adaptation and how to further develop the emerging field of practice for urban adaptation. We identified <a href=\"https:\/\/in4c.net\/wp-content\/uploads\/2017\/05\/City-Adaptation-Essential-Capacities-March2017.pdf\">seven essential capacities<\/a> that cities have begun to develop:<\/p>\n<p>1\u00a0<strong>SCIENTIFIC FOUNDATION<\/strong> &#8211;\u00a0Capacity to assess and understand climate risks and\u00a0vulnerabilities of city\u2019s built, natural, and economic assets\u00a0and its populations, and use these analyses for ongoing\u00a0adaptation planning.<\/p>\n<p>2\u00a0<strong>COMMUNICATIONS<\/strong> &#8211;\u00a0Capacity to communicate with and educate civic leaders\u00a0and community members in ways that build and sustain a\u00a0sense of urgency to adapt for climate changes.<\/p>\n<p>3\u00a0<strong>EQUITABLE ADAPTATION<\/strong> &#8211;\u00a0Capacity to make social and economic equity a central\u00a0driver of the city\u2019s adaptation approach.<\/p>\n<p>4\u00a0<strong>INCLUSIVE COMMUNITY ENGAGEMENT<\/strong> &#8211;\u00a0Capacity to fully engage stakeholders and the public,\u00a0especially vulnerable and underrepresented populations, in\u00a0developing, implementing, and monitoring adaptation plans<\/p>\n<p>5\u00a0<strong>INTERGOVERNMENTAL ALIGNMENT<\/strong> &#8211;\u00a0Capacity to coordinate planning and action across\u00a0governments at local, regional, state, tribal, and federal levels.<\/p>\n<p>6\u00a0<strong>TECHNICAL DESIGN<\/strong> &#8211;\u00a0Capacity to design, test, and implement adaptation actions\u00a0that require engineering, legal, and other highly specialized\u00a0details, as well as performance metrics for monitoring<\/p>\n<p>7\u00a0<strong>FINANCIAL RESOURCES<\/strong> &#8211;\u00a0Capacity to repurpose, leverage, and obtain public and\u00a0private funds to invest in infrastructure development and\u00a0other adaptation actions.<\/p>\n<p>This work was supported by the Summit Foundation and the willingness of\u00a035 city practitioners, climate-adaptation experts,city-supporting and conservation NGOs, and funders of urban adaptation work to share their knowledge with us. <a href=\"https:\/\/in4c.net\/report\/essential-capacities-for-urban-climate-adaptation\/\">See report<\/a><\/p>\n<span class=\"et_bloom_bottom_trigger\"><\/span>","protected":false},"excerpt":{"rendered":"<p>In a scan of the climate adaptation plans, strategies, and actions of dozens of U.S. cities, INC developed a new framework for understanding what it takes to plan and implement adaptation and how to further develop the emerging field of practice for urban adaptation.
